CPUC is seeking a visionary and accomplished individual to serve as its Chief Operating Officer.  The successful candidate will oversee CPUC's major operational division and be responsible for strategic planning, operational performance, and service delivery excellence that directly impacts customers, including electricity, water, and wastewater operations. 

The COO will play a key role in advancing utility modernization, infrastructure resilience, and renewable energy integration while ensuring the safe, reliable, and efficient delivery of utility services.

Required Qualifications for Position
Bachelor's degree in Engineering from an accredited institution.
Minimum of ten (10) years of progressively senior leadership experience in utility operations, or equivalent large-scale operational environments.
Minimum of ten (10) years of experience in public utility, power, water, or integrated organization, preferably in island or complex environments.
Demonstrated experience leading and managing diverse operational teams, including technical, field, and contractor personnel.
Proven experience in utility operations, infrastructure reliability, safety, and emergency response management.
Demonstrated experience managing donor-funder or development partner-supported infrastructure projects.
Experience working in outer island or remote service environments with significant logistical complexity.
Experience managing integrated utility services, including power, water supply, and wastewater systems.
Strong understanding of utility operations, infrastructure systems, and service delivery management.
Demonstrated experience with SCADA system, utility control technologies, hybrid mini-grid systems, or related utility technologies.
Strong financial and operational management capability, including budgeting, procurement planning, and asset management.
Ability to oversee multi-sector utility operations across geographically dispersed location.
Strong executive leadership, decision-making, and organizational management skills.
Ability to prepare and present high-level operational reports, plans, and strategic updates.
Strong communication skills and ability to work effectively with government agencies, development partners, contractors, and internal teams.
Demonstrated ability to lead in emergency situation and maintain operational control during crises.
Willingness and ability to respond to after-hours emergencies, field operations, and disaster restoration activities across the service area.
Responsibilities of the Position
Provide executive leadership and overall direction for utility operation across power, water, and wastewater services.
Lead and manage operational teams, including plant operators, field crews, maintenance staff, and contractors, ensuring strong performance, accountability and coordination.
Oversee system reliability, service continuity, and rapid response to outages, emergencies, and disaster restoration activities.
Manage and coordinate major infrastructure programs, including donor-funded and development partner-supported projects, in collaboration with government agencies, contractors, and consultants.
Oversee operational readiness and integration of modern utility systems, including control systems, renewable energy initiatives, and hybrid infrastructure solutions.
Lead utility-wide planning and management of budgets, procurement, asset utilization, and long-term infrastructure investment priorities.
Ensure effective service delivery across all operational areas, including main island systems, outer island electrification, and remote utility operations.
Provide leadership in logistics and operational coordination for geographically dispersed service areas and remote infrastructure.
Oversee integrated utility functions across power generation and distribution, water production and supply, and wastewater and sanitation services.
Ensure readiness and effective response to emergencies, natural disasters, and major service disruptions.
Prepare and present organizational reports, budgets, implementation plans, and performance updates to senior leadership and governing bodies.
Maintain a visible leadership presence in the field, including participation in emergency response and critical operational situations.
