National Gender and Social Safeguards Specialist
National Gender and Social Safeguards Specialist with Environmental Support Grant 0767-FSM: Chuuk Water Supply and Sanitation Project.
The Gender and Social Safeguards Specialist will:
- report to CPUC’s Chief Executive Office
- work in close collaboration with the international Gender Specialist and international Social Safeguards Specialist
- assist CPUC in implementing the project’s Gender Action Plan (GAP) and resettlement plans (RP), and CPUC community outreach programs and
- work in collaboration with the International Environmental Specialist to review environmental status of construction works.
Specific tasks of the National Gender and Social Safeguards Specialist with Environmental support will include:
Gender Action Plan:
Under the guidance of International gender specialist implement the actions set forth in the project’s Gender Action Plan and support the CPUC, contractors and other relevant consultants in implementing gender specific activities and achieving the gender equality targets
- perform community liaison work by arranging and coordinating CPUC’s community outreach activities and in collaboration with CPUC’s communications officer disseminate information on CPUC and CWSSP activities to communities, with specific focus on women and girls in Chuuk.
- establish and maintain a system for collection of sex-disaggregated data relevant to the project and report with sex-disaggregated data on the GAP performance progress
- prepare GAP progress reports with inputs from PIA consultants’ monthly/quarterly progress reports;
- work closely with CPUC and other relevant consultants, collect qualitative data over the life of the project in project areas to measure improvements in the quality of women’s lives due to improved access to safe water and improved sanitation. These could include baseline, mid and end of project surveys.
Social Safeguards:
Under the guidance of the international Social Safeguards Specialist Assist, the implementation of the Land Acquisition and Resettlement Plan (LARP);
- assist CPUC in monitoring the RP implementation including preparing a brief on the preparation and implementation status and outstanding issues;
- conduct/support conduct of LARP trainings for contractors and communities:
- assist CPUC in preparing the semi-annual social safeguard monitoring report;
- under the guidance of the international Social Safeguards Specialist, provide support to CPUC in ensuring a functional grievance redress mechanism has been established and overseeing the timely resolution of grievances particularly relates to social and gender issues;
- establish and maintain a register of grievances and queries relating to CWSSP activities and monitor CPUC actions to ensure that grievances and queries relating to CWSSP are fully addressed in a timely manner.
- arrange and participate in household discussions, focus group meetings, and other stakeholder meetings relating to CWSSP. Prepare minutes and notes of all discussion and record the name and address of participants.
Environmental Support:
Under the guidance of International Environmental Specialist support the environmental monitoring program primarily during the construction phase of the project by undertaking site visits, liaising with construction staff during field audits, noting corrective actions for follow up to meet audit requirements.
Monitoring Implementation & Reporting Progress:
Under the guidance of the international Gender Specialist and international Social Safeguards Specialist, the Gender/Social Safeguards Specialist and Environmental Support will:
- lead the implementation of the gender action plan and monitor the progress of the GAP implementation;
- prepare semi-annual GAP monitoring reports for submission to ADB;
- document environmental compliance of the construction sites
- ensure all contractors and consultants comply with the laws of FSM and Chuuk State, ADB’s Safeguard Policy Statement, and ADB’s Anticorruption Policy.
- prepare semi-annual safeguard monitoring reports for submission to ADB
Salary: Starting pay is $45,000 annually, including airfare to Chuuk, and 20 foot container for household goods.
