Following evaluatuion of bids  the  Board of CPUC approved the  award of the contract CSIGF/CHUUK/CPUC/WWTP/01, subject to appropriation of funds, to CCB Envico, Pty. Ltd.

 CPUC would like to announce that the bid submission deadline for the project below has been extended by a period of one week from Friday 2nd May 2014 at 3:00 p.m. to Friday 9th May at 3:00 p.m.

Invitation for Bids

Contract:                             CISGF/CHUUK/CPUC/WWTP/01

WENO WASTE WATER TREATMENT PLANT  REHABILITATION PROJECT

  1. The Chuuk State Government is utilising Compact Infrastructure Grant Funds to undertake the WENO WASTE WATER TREATMENT PLANT REHABILITATION PROJECT on a design, supply, and install basis.
  2. The Chuuk Public Utility Corporation (CPUC) is the Employer for the Project.
  3. The Chuuk Public Utility Corporation invites bids from qualified and experienced contractors for the design, supply, installation and commissioning of works under this contract. The site of works is in Weno Island located in Chuuk State in the Federated States of Micronesia. The Chuuk International Airport and the Port are both located in Weno. Description of the key components of work is as follows:
  • Rehabilitation of the existing wastewater treatment plant (WWTP) by way of installing new equipment and repairs to civil and plumbing work.
  • Provision of new chemical sterilization shed and unit to disinfect the treated effluent before discharge to the lagoon via the lagoon outfall.
  • Construction of sludge drying beds.
  • Back up Generator

International Competitive Bidding (No Local Preference) will be conducted in accordance with a “Single Stage: One Envelope Bidding Procedure” with post qualification of contractors and is open to all eligible bidders.

Interested Bidders must demonstrate their ability to undertake the above mentioned works and meet the criteria as set out in the bidding documents and include:

  • As a minimum, a Bidder’s current net worth calculated as the difference between total assets and total liabilities should be positive.
  • Minimum average annual construction turnover of five million United States Dollars (US$5 million) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
  • Participation in at least one successfully or substantially completed contract, as a contractor, management contractor, or subcontractor, within the last five (5) years, with a value of at least US$3,000,000 (US$3 million) that is similar to the proposed work/services. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements).
  • Other qualification requirements (Pending Litigation, Historical Financial Performance, General Construction Experience, Experience in Key Activities, Personnel, Equipment, and sub contractor) are stipulated in Section 3: Evaluation and Qualification Criteria of Bidding Documents.

  1. Bidding Documents can be obtained from the following sources:

a)      By email request to the CEO of the Chuuk Public Utility Corporation (contact details given above) giving the details of the company, company address, email address, contact person name and telephone number. This is for record keeping of the parties that have collected the bid documents and also to keep the bidders informed of any amendment to the bid document.

b)      Hardcopies of the bid documents can also be obtained from the office of the CEO of the Chuuk Public Utility Corporation (contact details are given above) by writing or by email or by call at his office in person with a request letter giving details of the company, company address, email address, contact person name and telephone number. There is a payment of US $50 for hard copies if collected by hand and additional payment of US $100 if the documents need to be couriered. Payment shall be made by a Bank Draft drawn in favour of the Chuuk Public Utilities Corporation.

  1. Pre-bid Conference. A pre-bid conference and site visit is scheduled for 2:30 pm on Wednesday 19th March 2014 at the Chuuk Public Utility Corporation (CPUC) Office in Chuuk. Attendance at the pre-bid conference is not mandatory but is encouraged. Parties wishing to attend the pre-bid conference are requested to confirm their attendance before Friday 14th March  2014 by email to Mark Waite, CEO on email: mwaite_cpuc@mail.fm
  2. Submission of bids:

a)      Bids must be received by the CEO, Chuuk Public Utility Corporation, by 3:00pm on Friday 2nd May 2014. Late submissions will not be accepted and will be returned to the bidder unopened.

b)      Bids must be submitted in a sealed envelope marked:

c)      A bid security of US$ 110,000 (One hundred and ten thousand United States Dollars) must be attached to each bid. The bid security may be in the form of: i) an unconditional bank guarantee, or ii) an irrevocable letter of credit, or iii) a certified check made payable to the Chuuk Public Utilities Corporation, or iv) a bid bond. Personal or company checks will not be acceptable.

  1. Bids will be opened immediately after the deadline for bid submission in the presence of bidders who choose to attend.
  2. The Employer will not be responsible for any cost or expense incurred by the Bidder’s in connection with then preparation and / or delivery of their bids.
  3. The time for Completion of the Facilities is 360 days (12 months) from the date of signing of the contract agreement.
